VPN vs. throttling?

Someone on the utorrent message board claimed that his vpn server would rid of the rogers throttling problem.

I haven't been able to set it up.

Anyone know how to fix "error 800" I have the connection set up but won't connect. I suppose its either the server itself, but most likely me.
