How can you do this, I know its possible...

What ISP do you use? Many don't allow it.
Otherwise .... use a service like www.no-ip.com and a personal webserver like ABYSS http://abyss.sourceforge.net/

ABYSS aims to be a fully HTTP/1.1 compliant web server. Its main design goals are speed, low resource usage and portability. ABYSS works on most UNIX based systems and on Win32 systems (Win95/98/2000/NT).

I've used it before going back to Rogers. Can install PHP support and MySQL databases.

my ISP is rogers, and I would be using windows xp home and or pro depends on which system I want to run it off of..

I know others have done it by using oddball ports redirection by way of the various DNS redirection services, but I'm not knowledgeable on which ports they have used.
It is against your agreement with Rogers and can result in cancellation of service at their discretion.
From the Rogers End User Agreement:
Use of the Services. Your use of the Services must comply with this Agreement, all applicable laws and all Rogers and Yahoo! policies. Without limitation, you may not use the Services (including the Equipment) to directly or indirectly:
k. operate a server in connection with the Services including but not limited to mail, news, file, gopher, telnet, chat, web, or host configuration servers, multimedia streamers, or multi-user interactive forums;
We may terminate or suspend your Services immediately, without notice or liability, if:
(1) you breach any term or condition of this Agreement

Really, Rogers does have it in their service agreement but they do not enforce it anymore like they did in the days when Rogers@home was around. Having said that if you will be serving a high traffic website (over 5 users) you will need a web host. Free webhosting exists but you get limited space and bandwidth so if hosting is important you may want to look at paid hosting.

I hosted a web site for a couple of years on Rogers. I used no-ip.com and had it forward to port 5000 something. Never had a problem with rogers.

I have to say I went to free sites alot but one of the main issues, obviously, was the pop-ups and "interference" that many have. I have 3 sites now with 8inet.com and it is great. Their bronze package is perfect for home or small business. Oh by the way - I don't work for them.

I've been hosting with a Rogers account for over 5 years now (Including on port 80). Keep the users low and they don't care what you do. At any given time I can have as many as 3 different Web Servers and an open port for each of them running on my rogers connected machine. I've never received one call about it.
Obviously, if you get more than, say, 500 unique visits a day it just makes sense to get a real host particularly with how low the prices for a good host are these days. But certainly anything below or around that number can be done through rogers without getting noticed.
If you are a beginner, I recommend Abyss web server. Very easy to use.
