EDIT ... I stand corrected. Just looked up your adapter ..... it is supoosed to be between your cable modem and your computer ... more to follow.

I am assuming that the RT31 is similar to the RT41 that you state you have. Is it hooked-up as per Vonages instructions below?

The only difference, I can see, is that you are adding an additional router to the network, acting like a wireless hub. If you have followed all instructions, as Vonage states below, I would suggest reversing your set-up to my original post (that I removed).

Cable modem to wireless router.
Linksys adapter/router to wireless router (but wired to a port)
Computer(s) to wireless router (wired or wireless).
This set-up would have the Vonage VoIP adapter/router simply acting as another computer on your network.

Note: This configuration is for the Linksys RT31P2 Phone Adapter.

Disconnect the power from all devices on your network. This includes your Cable/DSL modem, and computer.
Disconnect any USB cables from the Cable/DSL modem, if present.
Connect an Ethernet cable from the Cable/DSL modem’s Ethernet port to the WAN port on the Phone Adapter.
Connect an Ethernet cable from the PC port, on the Phone Adapter, to the Ethernet port, on the computer.
Connect the appropriate Power cable to the Cable/DSL modem.
Wait about two minutes for the Cable/DSL modem to boot up, before continuing.
Connect the Power cable provided with the Phone Adapter to the POWER port on the Phone Adapter.
Wait at least five minutes for the Phone Adapter to boot up. The Phone Adapter's lights will remain off or blink until it has fully connected to the Vonage network. There may be updates that need to be downloaded such as new firmware or changes to your features. Do not interrupt the configuration process by unplugging the power or lifting the receiver on your phone during the startup process. Interruption of the startup may result in interruption of service.
Once the Phone Adapter's light is on and solid, the Phone Adapter is ready to use.
Connect a telephone to the PHONE 1 port of the Phone Adapter using a standard phone line.
Pick up your telephone receiver and listen for a dial tone. If you hear a dial tone, you have finished the installation and can begin making calls
Connect an Ethernet cable from the LAN ports on the router to each of your computers. Power up each computer. Your Internet connection should work as it did before you installed the Phone Adapter.

Is there a reason that you received/ordered the RT41P2-AT ? Usually it is just a standard VoIP adapter - Linksys PAP2.

Well, your set-up by adding on an additional router could be causing your delay - don't know why at the moment, but seems to be the apparent cause. Hopefully my suggested set-up will work for you.

BTW - Vonage is great! Fantastic phone call clarity and quality. I have one VoIP line and will be adding another soon. Have 3 virtual numbers on my VoIP line and have eliminated my 800 line. Great cost savings - and the extra bonus of all the features and portability.

Never asked the most obvious question:
What cable Internet plan are you on? Lite, Standard, or ?

If Lite, then that will be your delay challenge, as VoIP takes about 60 kbps of your available bandwidth.

And, if using Lite, then you might be interested in the Bandwidth Saver feature (http://www.vonage.ca/help.php?search=bandwidth&x=0&y=0) with Vonage.

If you're going to use this setup, you'll need to disable the routing feature of your wireless router so it becomes just a simple hub. Your Vonage adapter will now become your house's DHCP server and routes traffic. Your current setup is preferred because the adapter can prioritise phone traffic so you don't have problems when using a lot of bandwidth (when downloading stuff).

Here are two setup schematics from Vonage. The first one being preferred.
