To remove the new programs installed balloon from coming up... Start.... Properties... Customize.... Advance Tab.... and uncheck the box saying "Highlight newly installed programs"
To remove from the task bar and start menu... Start... Run... type gpedit.msc under User configuration.... Administrative Templates... Start Menu and Task bar disable balloon tips
You can edit the registry.. but I found several sites saying several different things for disabling balloon tips... Its probably not so wise to mess with the registry if your not sure of what you are doing... Probably the safest way and easiest way is to use Power Toys... (Tweak UI) It will disable all balloon tips
