Can the Ombudsman help

First Excusez -moi mon Anglais Because english is not my original.....
A friend of mine has a problem with a Government Office
in his City ,anyhow his legal Aid lawyer was not up to the job and he tooke other party side , also his M.P.P wouldn,t help him
I was just Wondering if the Ombudsman(in Ontario) Can offer to him a Such help
