I have a personal web site and monitor the stats with StatCounter.
I've had a person access the site twice now that concerns me. They access my site with Windows CE and don't have a refering link. The page/link (entry page & exit page) they are trying to access is similar to an actual page I have on my site but the link is somewhat different. When I click on the link via the StatCounter site I get taken to "My Computer". Both times the person has tried accessing this page my computer has been turned off.
Should I be concerned?

I could be way off, but my guess is that the person has downloaded that page onto their palm PC because of all the upgrades you listed (for reference), but if they click it, it may attempt to go to the source (your site)???

This isn't a concern. A site counter gethers information sent in the head of an http request from the browser. It appears this pocket pc took your page from it's cache but hit the net for your counter, since it's an external link within the html, then sent the referrer information (entry page) as a local/cached location of the file.

No worries.

Nice Stang, it gives all of us V6'ers with V8 envy hope. I knew that extra space under the hood of my 2001 should be used for something.
