I had a charge of $5+ from an incoming call and was wondering if that is normal?
Does it go by time on one call? I think it was a long one.

if you're paying 50 cents per minute and it was a 10 minute call, that's 5 bux

Read your user agreement. "Pay As You Go" is not a general category that implements a common set of rules for all carriers. It differs a lot from one carrier to another so asking if it's normal has no answer.

My GF said she'd put me on her plan with my own phone via TELUS so I'm dropping Payasyou go now.
This plan has a lot more features than what my current old Nokia does.
Hopefully it'll be better.
Only problem is it'll be a Brantford # whereas I am in Tillsonburg.
