Currently, they're located here:

No one seems to have used them since 2005.

I think people would definitely post about hardware they've purchased, or review software they've used, cool tips, etc.

Agreed reiver. Would be nice to see a reviews place in the front page features section.

I believe that they mean the Forums list page under "Front Page Features". Currently all I see listed are "What's New at TCM!, News from the Technology World and Current Polls".

Is there any way to also have the reviews show up when the "New Posts" is clicked on?

The reviews module is built into the portal, not the forums. They can't be listed as a forum.

Well, what about scrapping them all together (again, no one has used them since 2005) and creating some new topics in the main forums that cover those subjects.

People are posting reviews everywhere e.g. Water Cooler, Screening Room, Software/Hardware help. They're not easy to find, and would be of more use under their own forum category.
