unwanted Tool Band

I've done ad aware clean up, "the cleaner", my AVG and an online virus scan but I still have an unwanted "Tool band" loading on my IE. I found a file that I think is the culprit, osray.dll. I'm pretty sure it's a trojan but what will remove it?
