Hi, every time I boot up or restart my comp there is a continual beeping noise until Windows starts up. During the boot/restart there is a ruler type black and white thing at the bottom of the screen. It fills up and then Windows pops up. Does any1 know what this is and how I can fix it? I thought it was a Windows issue but its not because i reinstalled windows and continues to do the same thing.
