Control panel items not opening

I got XP Home, been using it for over a year, with no significant problems. if i right click on my desktop, and choose properties for example, i see the window popup,but then it disappears. and this is the case with some of the things in control panel.

I installed a new driver for my video card[radeon 8500 le] and still the problem continues,please help, i hate reinstalling windows

also should mention, that a few days ago i notice the time in xp changed and wasnt accurate but a few minutes off

It's not showing in the taskbar, by any chance - ie showing it's open but minimized?

no that wasnt it. i did a system restore and its working fine,for now
