How does this gadget work? Does it effectively do a good job at keeping aggressive dogs at bay?

well two things can happen here one the dog doesn't like it and walks away.
or the dog gets pissed at you and attacks to get you to stop it.

maybe others will have better info.

Yep, Ken pretty much got it right... it can actually make a dog attack because the noise is hurting their ears.
I didn't know they still had these on the market... :tch:

There's possibly a cruelty to animals issue here as well. You may want to contact them before you use something like this, you could be opening up yourself to criminal charges:
