cipher strength is at 0-bit

How to fix the cipher strength? Right now it's at 0 bit in windows xp. I uninstalled, and reinstalled using the option in add/remove programs. Can not do a system restore, because of the cipher strength being so low.

Hmmm. Not really sure what to suggest at this point.

Did you re-install or repair IE?
