The only way that I know of is to format. You will lose everything you have as far as programs and they will have to be reinstalled. If you are having a problem with XP, it might be better to fix them than to go back to 98 as XP is a more stable OS. What is the reason you need to go back to 98?

That may be a tough job, 98se uses fat tables to divide up the drive, where XP is formatted to NTFS file system and the two are not compatible.

You will need to first make a win98se boot disc, and have the drivers for the CDrom on it as well then format the entire drive to erase everything on it and do a freash install of win 98. You will need all the drivers for your peripherals as well besides the drivers for your cdrom drive etc. You're in for a full install of everything so have plenty of time on your hands when you start.
Not very in depth but it gives you an idea of what's involved.
Have fun.

Thanks Rusty and Mander,
My reason for trying to go back is because my on board dial-up modem and sound does not work with XP.

It is possible they just need to be enabled in the BIOS.

You can use this utility to determine what sound card/chipset you have in your computer.

I would agree, try to find the drivers and check your bios. some programs are no longer supporting 98se.

Applications are inaccurate when it comes to determining what kind of hardware is in use - just pop the cover off and have a quick look.
