i found a site that provides software to set up a cool blog however i'm not sure if one needs mysql on the host server. if any one can help i'd appreciate the advice. i want to set something up that people can post their comments to after logging in or my setting a password. will i need a db to keep track of the users?

Your software should have an install or help file that indicates how data is stored. Normally in a MySQL file, or sometimes as a text file.

thanks .. i can't seem to get a straight answer from my isp about cost for php and mysql. he says i need to get a domain name and pay for it and pay for web hosting .. but i have free web space on their site but only 1mgb. i guess i do need more space if the blogs active. any suggestions.

If you are just running on free space you won't have MySQL available. You do need a domain to use. 1MB isn't very much space at all.

There are various Blog services available - many are free but usually carry advertising.
