Don't know if I worded that header properly or not, but ....
I remember that there was a website that you could use to check on a website, remotely.
Example: URL is not resolving properly because of caching by the ISP. Want to check that website from another location(s).

Not exactly sure what you're trying to do, however would a service like Anonymizer (http://www.anonymizer.com/) do the job ?

Nope ... what I was looking for was web-based service where you could type in an URL and it would load for the site you via their location, browser-based, not yours. This way you can check on a site that may have had a DNS change, but your own ISP had not refreshed/updated their DNS cache.

Anonymizer used to be only browser based until the came up with standalone software.
Look at the top of the page in the link for Free Private Surfing and type in the url of the site you want to check.
I understand the the masking/hiding feature is not what you require however it WILL resolve and load the site via their dns which should be independant of your isp's.
