What do you mean by resetting everything to default?
Is there something specific you want to change?

Look in the startup group, thos programs will start automatically when windows does.

google up msconfig, for some messed reason win2k didnt ship with msconfig (kind of retarded) but you should be able to do that fine, not all programs show up in the startup group as they are run as system processes and stored in the registry

www.mlin.net (http://www.mlin.net) and get Startup Control Panel. MsConfig doesn't show everything.

W2k doesn't have msconfig becuase it's an NT OS meant to be controlled by a Systems Administrator... so it doesn't have 'easy to use' user interface for some things.
As Exmortis posted, Startup Control Panel is a great app and is easy to use.
Now, depending on just what and who you want to restrict access to, this might be of some help... if you want to restrict everyone but the Admin account from a program.

Or if you need to do something else, maybe one of these topics can help you
