No you are not banned from the shoutbox.

I checked out your account soldier, there's no reason (in your settings) you cant post in the shoutbox.

I can and will try resetting it, but in the meantime you might want to log out and back in and see if that makes a difference.

FYI if you get banned from the shoutbox, the shoutbox wont even show up to you.
