setting user account in Windows 2000

I have setup a user account and the Admin account. Admin account has all the internet connections set and connects fine. My problem is when I log onto the user account I cant connect to the internet because that account even set up as POWER USER will not allow me to set up the TCP settings to connect to the internet. How can I set a user account to allow me...when logged on as user to set up the TCP to access the net from this account??

Create a Group Policy using MMC.

It is an easy gig, use the help file to walk you through, you will have to create a group and have the users that you want to have internet access be a member of that group. There are Tons of permissions to configure.
