I have a friend that plays, I doubt I'll get into it as I got bored of CoH pretty fast.

im that friend :P...so far its quite fun, its really boring playing alone, but on a team i could play for hours. they did add quite a few things, but ill let all you find out for yourselves.

Tell us all what makes it any different than CoH..
I liked City of Heroes alot and want to try villians but i stopped playing becuase paying monthly i felt like a sucker.
Couldnt justify it.

I havent played CoH in over a year. But I decided to give CoV a try. For those who have tried CoH, but not yet CoV, I will try my best to describe the similiarities and differences.
Most power sets you can pick from are the same. The big difference however, is the Mastermind profession. It has new power sets, which allow you to summon pets (allies) that you can control, command to attack, follow, or stop attacking. I never got one of those late level pets from the CoH version so I don't know if they were commandable or not. The 4 versions of summon pet powers are Ninjas, Mercenaries, Undead, and Robots. The Mastermind secondary power sets has some new sets, Venom and Trick Arrow. I don't recall seeing these in CoH.
As far as costume making goes, you can make any CoH costume, along with some new ones they added, alot more spike options, skulls, chains, barb wires, monster styles (reptilian or werewolf lookalike), and even a zombie skin.
Another profession difference. The Tanker versus the villian's version of tanker, which I forget their specific name at the moment. As you know the tanker's primary power sets were tanking abilities, then weapons as secondary. For villians, this is reversed, but the same sets. Attack is primary, then tank secondary.
I'm not sure what other differences were added, I haven't explored everything yet. And I know before CoV came out, CoH had some stuff added as well since I played, like badges, gladiator stuff, etc.
I play on Freedom server myself, still got my level 31 hero there, and thats where I also made my villian, as you can make both heroes and villians on same server. I also noticed they added more character slots per server, you can make up to 12 per server, I don't think it was that high when I played last year.
re-edit: Ok I noticed that Heroes have Trick Arrow and Archery as well. But I swear these were not selectable when I played CoH. Also Noticed the Heroes have new hero classes to pick from, but you need at least one original hero class to be level 50 before you can pick them. Not sure what kind of powers they have.
I also noticed that in some of the other hero and villian professions, that some power sets were omitted, like the Villian Tanker, called Brute, does not have Ice melee, Axe, nor Mace, which sucks, I want an evil Viking :(
Also there is a few other villian power sets I noticed not for heroes, Thorn Attack and Plant Control. I don't get why Heroes can't select them, NCSoft ever heard of druids?
