I take it that its an XP install?
Try this:
-Click Start
-Click Run
-Type iexplore in that box
-This 'Should' Run Internet Explorer
For Outlook:
Look in this folder "C:\Program Files\Outlook Express\" (Thats if your Windows is installed on the C Drive) For an msimn.exe
Hope this helps get it started, All you need really is to just open my Computer and you can type in websites in the address bar and it should work.
But If you can get into IExplore but not Outlook, I recommend you try Mozilla Thunderbird from www.mozilla.org (http://www.mozilla.org) , And Maybe get Firefox(highly recommended) But YOU DO NEED IEXPLORE TO RUN WINDOWS UPDATE.

How about using an alternate e-mail client.

How do I show the Internet Explorer icon on my desktop in Windows XP?
1. Right-click your desktop, and then select Properties.
2. Select the Desktop tab.
3. Click the Customize Desktop button.
4. Under Desktop Icons, place a check in the Internet Explorer check box.
5. Click OK.
6. In the Display Properties window, click OK.
