I don't know much about Publisher but try this, insert the picture instead of format background picture. You may have to re-size the picture after inserting, or format the picture to size before inserting.

Question not sure what your problem is ???

    Hi sargepep,

Just notised your post and although I use Microsoft Publisher extensively your question is a bit confusing.

If you start up a blank document you can insert whatever picture you want and cover the whole page with this picture. You then can insert anything over this picture that you want [another pic, a text box, word art, a graph, a bunch of columns, etc etc etc].

I think Microsoft Publisher is an excellent program and there is nothing that I can think of that you can't do with it in the desktop publishing realm.

If you explain your problem a bit more thoroughly I will be happy to help you out.

Thanks for your help I did figure out exactly what you said, I wasn't sure that if I inserted a picture I could overlay text.
What I meant about a background picture was I had inserted a picture in the background and it had tiled the picture so there was more than 1 picture
